“Today’s informational hearing was called to hear public testimony regarding recent legislative action concerning the Commonwealth’s firearm laws. Last week, both chambers of the Legislature adopted amendments to an annual spending bill to address concerns about firearm safety following the tragic shooting in Las Vegas, Nevada.
While the criminal investigation continues, early reports indicate that the shooter used a device known as a ‘bump-stock,’ which allowed the legal semi-automatic rifle to function like an illegal, fully automatic machine gun. The bump-stock greatly increased the shooter’s rate of fire, and contributed to the deadliness of the attack. In response to this information, groups across the country and the political spectrum have called for reforms to close this loophole. Due to differences in the language passed by both chambers, the final language remains undecided.
Information received today is intended to help inform the Legislature in their ongoing discussions about the most effective approach. Additionally, as this action was motivated by unique circumstances, this language has been included outside the traditional committee process. As a result, there has been limited opportunity for public input, an essential piece of our legislative process.
I view this hearing as an opportunity for residents of the Commonwealth to provide comment on a very important and complex subject.”
Background
Given differences between the language passed by the House of Representatives and Senate relative to so-called “bump-stocks” and “trigger cranks,” a Senate-sponsored informational hearing took place to provide members of the public and stakeholders the opportunity to weigh-in on these important legislative provisions. Information gained during the hearing is shared with legislators who are charged with addressing the different language adopted by both Chambers.
